For iOS devices there is an app named Onavo which is a data monitoring app and comes free of cost. The app streams the data which includes downloads and browses through Safari and related e-mails through its servers.

Presently the app is not capable of compressing videos and music, but it will do so in the near future. The app is functional only when your iOS device is in the 3G mode.

3G Watchdog is another free app for the Android that enables users to track their internet usage regularly. The app can be used in any network, including 3G, EDGE and GPRS, but not on Wi-Fi. The app works only when it has been activated in the background by the user.
